Following discussions with Mike after the Local IR WG at Rome I'm making 
available the address allocation tool we use here. It is based on 'tree' which 
uses the allocation algorithm in RFC1219. However the original 'tree' had 
several serious bugs and a number of limitations. We have fixed many of the 
bugs, added manual pages and added a number of features which we consider 
necessary in a production environment.
