Training of local IRs

An action on me from RIPE 19 is to bring up for discussion the
issue of training for Local IRs.  In fact, this was mentioned
at the first meeting of the RIPE NCC Contributors' Forum in
September.  It was proposed that, as an incentive to get people
to pay their dues for the operation of the NCC, they would be
entitled to attend a course on the running of a local IP
registry.  This idea was aimed mainly at new providers in
Europe, in order to get them trained up and paid up at roughly
the same time.

I've spoken to Daniel Karrenberg about this, and he sees no reason
why such courses could not be offered to all paid-up contributors
to the NCC.  If they're anything like the PRIDE courses, they
could be of great benefit to many of us.

I'd be glad to hear your views on this proposal for training of
local IRs.  If you think it's a good idea, maybe you could 
suggest some topic headings and reading materials for the course.

One suggestion is that many of the course materials could be
consolidated by means of WWW.  Is it reasonable to assume that
the target audience would have WWW access?
