outdated refs in ripe-115

Ruediger spotted the following errors in ripe-115{ps,txt}. The versions in 
the document store have now been corrected.

Dear colleagues,

I just checked the "reading list" in the current IP application form (ripe-115)
.
It seems to include some outdated references;  according to the current RFC
index

	RFC 1467	obsoletes	RFC 1367	and
	RFC 1519	obsoletes	RFC 1338

btw the registry leaflet lists RFC 1519 correctly
(while it neither mentions 1467 nor the obsolete 1367; but that might
be intensional).
