This is known here.  All we want is that any airline is pointed to SITA
first.  If this does not work local registries should notify the NCC. 
We will take note of the reasons and probably assign address space (thru
local registries if appropriate).  We will docuemnt these cases in order
to prevent re-occurrence of such an arrangement if it turns out
un-workable.  Please note that the NCC was not consulted by IANA before
this assignment was made.  We would probably have advised against it.
