The problem is that we are mixing what we refer to. With "Service Provider"
we mean something that reflect the status of the provider, someone that
do provide a specified service.

With "No-service-provider" we instead mean the status of the customer, not
a provider that provide no services, but a customer not connected to or
involved with someone from the other group of service providers.

Thus we just need to be consistant in the way we refer to the various
objects, whaterver that means ...
