The contents has changed:

	- different encoding of "no email"
	- additional hints to document present address space usage

We had a long sicussion about this nternally and at some ripe meeting.
The coclusion was to change the number whenever the document content
changes. I'd hate to change that -again-.

Not preferred here.

That was the plan and to link it to the current one.
We should do this.
