From previous experience with similar schemes I do not expect that.

These are difficult to give and usually the cause of many arguments.
Whereas informal guidance usually works very well. A provider who is not
sure can always check with me or the RIPE chairman.

Let me assure you that I'd consider "Small" an appropriate category
