I could not replicate the curl test because rtsp is not enabled in libcurl on my OS X install (something to work on later). For some reason vlc is not even working for IPv4 today for either OS X or W7. As some additional information, chrome on OS X will only play the flash feed in IPv4, but in the W7 VM on the same box IE plays the flash stream in IPv6.
