Where can I get the IPMT requirements document?

Hi all,

I am currently writing a suite of tools that perform the LIR management of
IP Addresses. I have contacted APNIC and they have sent me a copy of their
requirements for an LIR interface and I am looking for the RIPE equivalent.

The RIPE web site Tools WG have mentioned in the minutes for meeting RIPE-39
that "We have already produced basic requirements for IP Management
Tool...". Where can I get a copy of these requirements?
