BTW - Russian codes are crossed with Kazakh:
FOR EXAMPLE:
Country / City / PhoneCode
RU / Kurgan / +7 352 22
RU / Omsk / +7 381 2
RU / Krasnoyarsk / +7 391 2
KZ / Petropavlovsk / +7 315 2
KZ / Chimkent / +7 325
KZ / Almaty / +7 327
Finally, to include russian cities you also should include
+7 30, +7 34, +7 35, +7 38, +7 39
Kazakh codes BTW - just +7 31 and +7 32;
