[dnsmon-contact] Release of DNSMon source code under the GPL

Dear Colleagues,

We would like to announce the immediate availability of the source code
for DNSMON, released under the GNU General Public License (GPL)  
version 3.

This is a pre-release, and some files are known to be missing because
they cannot be relicensed under the GPL. We will amend this in a proper
release in the near future. The RIPE NCC will not provide support for
compiling the DNSMON source code or for making it work in your own  
environment.
