[dnsmon-contact] Release of DNSMon source code under the GPL

[Apologies for duplicates] Dear Colleagues, We would like to announce the immediate availability of the source code for DNSMON, released under the GNU General Public License (GPL) version 3. This is a pre-release, and some files are known to be missing because they cannot be relicensed under the GPL. We will amend this in a proper release in the near future. The RIPE NCC will not provide support for compiling the DNSMON source code or for making it work in your own environment.
