> I'm a bit confused about the policy proposal 2008-08 (the icelandic saga). So am I and I'm the "author" > As far as I understand, the intention of the proposal is to mandate the NCC to "do certificates for PA space". It turned out a bit more difficult to get consensus on than we expected. > Also, as far as I understand, the NCC is already *doing* "certificates for PA space" since January 1st. > Now... I feel a bit silly going out and asking the WG "do you want this proposal to go forward, to ask the NCC to do something that they already do?", and now I'm not sure how to go forward here. > We could... > - pretend nothing happened and play the policy process according to the rules (feels silly) > - declare that we assumed that we'll eventually have consensus here, and because time is running out, the NCC decided to go ahead and introduce the certificate apparatus, and that the NCC is going to shut it down again if no consensus is reached - and then go ahead with the PDP This is the route that I would take. I think we are extremely close to getting consensus. > - withdraw the proposal, given that the NCC doesn't actually need *community* consensus to go ahead and spend money, as long as the *members* (who pay for it) are happy with it - and since the NCC is supposedly already doing what the APWG is trying to ask for, the proposal is no longer needed. I wouldn't like to do this. It smacks of "we only went through the motions assuming you were going to agree with it anyway. Now we've gone ahead and done it." > - withdraw the proposal, and come up with a new one (in NCC services) to discuss the specifics, like "validity", "renewal", "PI space", ... We have to come up with this new proposal anyway. > (I assume that the certificate stuff is in the budget and activity plan for this year - which nobody ever reads(?!) - and thus has been approved by the AGM...) Its been in the activity plan for at least 2 years. The board reads the plan. I'm not sure anyone else does. > So what are your thoughts? Despairing at the moment... Nigel
