[ca-tf] Latest version of the Certification Practice Statement

Dear colleagues,

I would like to send you the latest version of the Certification  
Practice Statement that we have been working on. As you know, the CPS  
describes the technical implementation that for the member facing RPKI  
Certificate Authority of the RIPE NCC. Please have a look at this  
draft CPS and let us know if you have any questions or comments. For  
you convenience, I have included a summary, outlining the most notable  
elements of the document.
