How the keys are handled, where it is stored and how, how rollover is

All of these are NOT the technical questions, they are BUSINESS ones.

Moreover, maybe the movement in different direction will be more 
feasible (cf. Halam-Baker messages in IETF discussion list) or some 
hybrid solution.
