[ca-tf] last version of the Certification Proposal

I second this - I like the current contents. I have only one note: 
personally I'm not in favor of explicitly mentioning the LIR portal as *the* 
secure communication channel, as that seems to be more like an 
implementation issue. But, as I said, I'm also OK if it stays as it is now.
