I disagree. This list _is_ about spam elemination. And bad 
habits from registries does only help spammers hide. 

Same goes for ISP that ignores abuse-reports and ISP that
act's like drug dealers when accepting money from spammers.

If the above two issues could be eleminated spam would be much
less of a problem.

So, how do we force regestries to present accurate information ?
And how do we encourage ISP to keep spammers off their nets ?
