If there isn't a binding requirement in the contract to supply
functional contact addresses for the allocated netblocks, surely there
is a method to amend the contract?

Actually, keeping information up-to-date is already the responsibility
of the LIR (http://www.ripe.net/ripe/docs/new-lir.html#21). If not
written into the contract, well, it has to be written there.

And so, if RIR has a binding contract with LIR, well, it is LIRs problem
if a customer gets cranky. RIRs butt is covered.

Any pointers to the real solution?
