This is the obligation of the registrant.  He knows how to locate
his RIR.  It is the same as your driver's license: you have to
keep the issuing authority informed of your address.  If you
don't you don't get the new license.   Everybody should understand
that--I thought.  How can I clarify it in the text of my proposal
so that it is not unclear to others as it was to you?  Please
suggest wording meaninful to the cognoscenti.
