It's about spam in the world. It doesn't directly produce the
WG agenda, but perhaps some of you will if you read it :-)

Although not off topic, I think it is overtaken by events
(cheaper connection time, ADSL and cable modems). This paper is
worth reading in English or French but I don't think it takes
account of the impact of spam on ISPs, which is different from
its effect on end users.
