I was talking of "real" verifications tools, not just hte checksum one. 
The tools which actually ask the payment authorization number to the 
credit card company before allowing you to do anything. An ISP which can 
afford distribution of free trial access CD-ROMs usually also have such a 
tool implmeneted to allow on-line subscribers to pay their bill afterfards.
