The other alternative is that ISPs start dealing with this.

Make sure there are contracts dealing with abuse/spam AND MAKE USE OF
THESE CONTRACTS WHEN NEEDED (sorry for the upper case, but a great part
of the problem is that ISPs prefer keeping their custommers and the
income they represent, rather than keeping the Internet alive to
continue making money). The UUNET case is a fairly good example - OK,
have at least RIPE members (ISPs) take unified action against them.

Creating a blackhole chaos means baby goes with the water.
