There's a tiny minority who will buy the guns to actually go out and rob a bank or murder someone or whatever. That still means gun shops have a requirement to verify ID, and a gun store owner telling a cop tracing a murder weapon that "I am not the document police" would be in for a very interesting experience indeed. Of if you don't like the idea of guns, try locksmith tools - the sale of which is just as carefully controlled.
