i find this initiative excellent as a startingpoint, in fact it would be quite
workable as-is. Good work.

But we must remember that most spam comes from West ( us and latin america) and east. This
is outside RIPE's authority.

Implementing successful abuse/spam countermeasures will however serve as an example
for both west and east, europes example will have effects on opinions worldwide ( providing
the get real effects of course).

I'd say "YES" to your proposal.
