To clear up this confusion, we have the policy propsal 2011-03 (this one)
on the table.  That's the point.

minimum allocation sizes for certain /8 have changed in the past, for 
example when the minimum allocation size was reduced to a /21, and people 
have adapted their filters accordingly.
