I first saw this draft document myself on the APNIC sig-policy list on 4 August. http://www.apnic.net/mailing-lists/sig-policy/archive/2004/08/msg00003.html That said, we're very happy that the NRO has offered this submission as a starting place for the public dialog, and we look forward to seeing how the process plays out.
