The TLD BoF formed for the first time during RIPE 27 which took place in Dublin, during May 1997.
It was decided to form a committee to produce terms of reference (on the committee are Marcel Schneider, Lars Johan Limann, Willi Black, Nial O'Reilly)
Rob Blokzijl proposed the BoF reform as a RIPE Working Group and this is what happened with Nial O'Reilly as chairman.
