Unreferenced Maintainers

A maintainer object without a reference is a sign for its being redundant. Since maintainer objects are issued upon clear need for maintaining other objects, an unreferenced one should not exist in the database.

Example:

If a whois -ict,mr,mb,ml,mu,rb < maintainer > query gives no results, that maintainer is unreferenced.
