Mark presented the Information Services/Science Group analysis of the Mediterranean cable cut event. This was given alongside presentations from Earl Zmijewski from Renesys and Yves Poppe from TATA International. For more information see:

There was general discussion of the event and the three analyses. This included discussion of means for reducing the likelihood of such events, and the impact that these events have on regional networks. There was also some discussion of specific ISP experiences during the event. It was noted that it is important to have numerous providers, and that it is important to be aware of those providers' connectivity. One provider noted that they had moved to cut off P2P traffic, which meant that the limited connectivity they were left with was enough for their corporate customers.

Mark presented an analysis of the YouTube/Pakistan routing event as seen by the IS suite, particularly the Routing Information Service (RIS). There was no further discussion of this presentation.

Oleg outlined the RIPE NCC certification project, including a demonstration of the prototype user interface. There was a question about who would be issuing the certificates - Oleg clarified that RIPE NCC would be the issuer, and noted that there were still many issues to be clarified in terms of policy. Filiz noted that the Certification Task Force has some preliminary ideas on appropriate policies, and these ideas will be presented at the next RIPE Meeting in Berlin. She urged anyone with an interest in these issues to follow the RIPE Meeting events.

Filiz presented IPv6 statistics for the RIPE region, the Middle East and globally. She noted that RIRs now receive /12s (since October 2006), up from the previous allocations of /23. This was in direct response to market demands, and demonstrates the flexibility of the policy development system. She also discussed IPv6 address policy in the RIPE NCC service region, particularly recent changes, such as the removal of the 200 customers requirement, changes in the definition of "End User" and the HD ratio utilisation requirement. She also outlined the ongoing discussions relevant to IPv6 policy.
There was question about whether it would be possible to get two /32s as either PA or PI. Filiz noted that there is currently no PI policy, and clarified that the two /32s would have distinct infrastructures. She noted that under the policy the LIR would have to agree to announce it as a single block, but that there have been cases where people have said they will be able to do this in a year's time. She suggested that the organisation should come and speak with the RIPE NCC, and noted that there is flexibility in regard to some areas of the policy.
There was a note from the audience that the Middle East IPv6 statistics did not include recent Kuwaiti IPv6 allocations.
There was a question about what is required to obtain an allocation. Filiz noted that the requirements are in the final slide: the organisation must be an LIR (that is, a member of the RIPE NCC), announce the allocation as a single block, and plan to make sub-allocations to others or assignments to End Sites. She also noted that these requirements are not about the RIPE NCC being nosey about the LIR's business, but about better understanding the LIR's needs. For standard LIRs, the basic allocation is /32, but if you have needs that require more then you can be allocated more.
