:) Not exactly sure what you are asking for. You want Internet in Tahran (or
better yet the Turkmenistan border) but you want latency to Frankfurt of
less than 200m correct? That sounds more like a leased circuit than
internet.

What you need to ask yourself is the following: What's the latency for
internet from the address you want (your client or office needs to check
with local ISPs or the TIC)?

If the answer is above 200ms (which you seem to think it is) then the only
cost effective solution I can think of is an IPLC to a country in the GCC
and an internet port from there. Otherwise, it's an IPLC all the way to
Frankfurt.

Maybe if you explain why you need it, it would be easier to give you advice?
