I don't know of anything substantive in the gulf.  There's the Gateway 
Gulf project, but it seems to have stalled out.

In the region more generally, there's an I near completion in Beirut.  
There's the long-established on in Cairo.  And there are small ones in 
Cyprus and Tel Aviv, if you consider them "in region."  The Afghanis have 
been on the verge of getting one going in Kabul for a while.
