Dear Houlin Zhao,  

This is Yong Wan Ju in charge of Technical Division of National Internet
Development Agency under Ministry of Information & Communication in Korea. 

To begin with, It's my honor to let you know that our government approves
the delegation of country code 82 to MIC & ENUM Tier 1 registry to NIDA. 

According to ITU policy, I attached the endorsement paper of Minister of Information
& Communication.
If you see that paper, you can easily know who will be the official contact point for ENUM 
Service in Korea.  
And for efficient processing of RIPE-NCC, I additionally sent "Draft Request Form for 
Delegation of 2.8 under e164.arpa".

Please accept my sincere thanks for your endeavors on ENUM deployment.
