Dear,
	 Richard Hill, according to the ripe web site and many other websites I
have been to regarding e164.arpa.  I thought it was a first come first serve
basis.  The old saying "if you are not fast you are last", why make
something that you can apply for public then say you can't have it.
The fault lies with the country or people concerned, for not applying, is it
not. When I looked at your cc enum codes +44 did not have any assigned
letter code, so it's free to apply for and, we get the code delegated to us.
