Quoted from RFC-1881 (IPv6 Address Allocation Management):

   Any revenues (such as transaction fees) received with respect 
   to the IPv6 address space should be used only for expenses 
   related to registry activities, and not to subsidize any other 
   activities. There will be no charges for the address space 
   itself, only fees to recover the registry costs.

I can not find any evidence that current RIRs are operating 
based on that principles. For example, roaming around 
the globe with a HUGE size of delegates could not be 
considered as "only for expenses related to registry 
activities". Whereas the current RIR membership fee is 
"peanuts" for most advanced ones, it is unfortunately 
not the case in the large part but less represented fellows 
(cf.  http://www.dlcppi.org/tnd/9505/RODRIG.HTM ).

I think the fiasco in the domain registry is more than enough.
Whenever charging for a service, it has to be made sure that
the system adopts the best current practice available.
