Can I request reverse delegation for a SUB-ALLOCATED PA inetnum object?

Yes, as long as the sub-allocation is made on /24 bit boundaries. The RIPE NCC's reverse delegation check will consider SUB-ALLOCATED objects when evaluating a reverse delegation request.
