Biographies of Executive Board Candidates
Dmitry Burkov currently holds the position of Business Development Executive at IBM Eastern Europe & Asia.
Dmitry graduated from the Leningrad Electrotechnical Institute, Russia, in 1983. His major areas of study were cross-development systems and network simulations. During his education he worked at the Laboratory of Network Technologies/Microsystems at the Russian Academy of Sciences. He contributed to the development of multi-computer real-time systems for research automatisation and was involved in building the first X.25-based packet-switched networks in the Russian Federation. Later he took part in porting Unix to different Soviet-made computers and has received a government award for his work and contribution.
Dmitry was a co-founder of the first Internet Service Providers (ISPs) in Russia - Demos (Moscow, 1988) and Rcom Ltd. (St.Petersburg, 1991) - and was responsible for the first national-level ISP in Russia. Dmitry was also a member of the Executive Board and Board of Directors of JSC Relcom and was responsible for international cooperation, participating in EUnet, RIPE and CIX, as well as other global forums.
In the first half of the 1990s he was a Executive Board member of the Soviet Unix Users Group, driving the development and success of Relcom/EUnet network group. Dmitry also played an active part in the creation of the first Russian Internet Exchange, MSK-IX, in 1995, and one of the first national research IP-networks, RELARN, in 1994.
Dmitry also contributed to the development of TLD .RU and was the first Chairman of Council of the Coordination Center for TLD .RU. Currently, he is a member of the Council and participates in international affairs on behalf of the Coordination Center.
From 1998-2006, Dmitry held several positions in OJSC Rostelecom. He was engaged in the development and production of Rostelecom Internet services and the building of the largest national IP-backbone, now called Rtcomm.
Dmitry consistently defended an industry self-regulation approach to Internet operations in his capacity as a Member of the IT Council of Russian Ministry of Infotelecommunications. He participated in the World Summit on Information Society (WSIS) process at both national and regional levels and was consulted as an expert in the development of several laws and national concepts for the telecommunication environment.
Dmitry has also been involved in the Internet Corporation for Assigned Names and Numbers (ICANN) preliminary process and participated in the ICANN At Large Elections process.
Since 2006, Dmitry has been a member of the RIPE NCC Executive Board. In his Board function he concentrates efforts as the Executive Board liaison to ICANN and represents the interests of RIPE NCC's members at Internet Governance Forum (IGF) and International Telecommunication Union (ITU) events.
Dmitry plays an active role in the RIPE NCC's Regional Meetings held in Russia and helps to communicate the unique needs of the Russian Internet community to the RIPE NCC. With Russia accounting for the RIPE NCC's largest single membership base, Dmitry works tirelessly to promote the work of the RIPE community and the RIPE NCC and works closely with local governments.
David Monosov discovered the Internet back when it was the playground of astrophysicists and mathematicians and watched it evolve into what some people refer to as "critical infrastructure". During that time he acted as an ICT consultant, an IP network engineer, a business development consultant and a technical director for a variety of small and medium sized ISPs, NSPs and media companies throughout Europe, working mainly with co-location and web hosting providers in The Netherlands and Belgium.
He presently owns and runs a consulting company which specializes in network engineering and on-line media distribution, and serves as a technical adviser at a Dutch data center facilities provider, GrafiX Internet B.V.
As a strong proponent of transparency and inclusive governance in public organizations, I will encourage the RIPE NCC to undertake a transition toward a more rapid and agile process for policy and operational decisions.
The services offered by RIPE NCC have grown in both importance and complexity, and the organization managed to maintain outstanding service throughout its entire lifetime. However, I feel not enough was done to increase the level of participation by the community in the decisions which affect it.
Given the difficult challenges ahead for the RIPE community and the RIPE NCC, I feel it is prudent to engage more members of the community through extensive outreach activities and to empower them by streamlining the decision making process. In combination with better use of on-line tools and e-voting, such an effort will allow more stakeholders to participate, contribute, and voice their vote. By eliminating potential time, cost, and complexity barriers associated with the current meeting-centric process, RIPE NCC can continue to ensure that the unique circumstances, challenges and needs of all members of the RIPE community remain balanced toward true consensus.
