About the NRO NC
The NRO NC was established in October 2004 under a Memorandum
of Understanding (MoU).
The MoU was negotiated between the NRO and the Internet Corporation for
Assigned Names and Numbers (ICANN). It is made up of representatives from
each of the five RIRs.
The NRO NC also performs the role of the ICANN Address Supporting Organization
(ASO) Address Council (AC). This includes:
- Undertaking a role in the global policy development.
- Providing recommendations to the Board of ICANN concerning the recognition
of new RIRs
- Defining procedures for selection of individuals to serve on other
ICANN bodies
- Advising the ICANN Board on number resource allocation policy in
conjunction with the RIRs.

Role of NRO NC Members
The NRO NC is made up of three individuals from each of the five RIR
regions. Of these three seats, one is filled by each RIR's Executive Council.
This individual acts as a representative for the RIR, reporting regularly
to their EC. For the RIPE NCC, Wilfried
Woeber currently holds this position.
The remaining two positions are filled by election of nominees from each
RIR’s service regioin. These two members of the NRO NC act as individuals
and do not represent an RIR or act as representatives of any organisation.
One seat is currently filled by Hans Petter Holen and the other by Sabine
Jaume, whose seat is being vacated.
No member of the NRO NC shall receive any compensation for his or her
services as an NRO NC member. NRO NC members shall, however, at their
request, be reimbursed by the NRO for actual, necessary, and reasonable
travel and subsistence expenses incurred by them in the performance of
their duties.
