ICANN
The Internet Corporation for Assigned Names and Numbers (ICANN)
is the nonprofit corporation that was formed to assume responsibility
for the co-ordination of IP address space allocation, protocol parameter
assignment, domain name system management, and root server system management
functions previously performed under U.S. Government contract by IANA
and other entities.

ASO Formation and Function
The Address Supporting Organisation (ASO)
is one of three supporting organisations called for in the ICANN Bylaws
to be "formed through community consensus". The purpose of the
ASO is to review and develop recommendations on IP address policy and
to advise the ICANN Board on these matters.
In July 1999, the three then existing Regional Internet Registries (APNIC,
ARIN, and RIPE NCC) submitted a proposal to form the ASO on the basis
of a Memorandum of Understanding (MoU). ICANN accepted this proposal on
26 August 1999.
The ASO was subsequently formed on 19 October 1999 when the MoU was signed
by representatives of the RIRs and of ICANN during the ARIN Open Policy
Meeting in Denver, Colorado. Upon recognition as the fourth RIR, LACNIC
signed the MoU on 30 October 2002.
The ASO Address Council (AC)
Each of the Regional Internet Registries is responsible for appointing
three individuals to the ASO Address Council.The purpose of the AC is
to oversee recommendations on IP address policy. This includes the periodic
hosting of an open General Assembly of the ASO, as well as the management
of policy development activities.
The other major aspect of the role of the Address Council is the appointment
of directors to the ICANN Board of Directors.
A Memorandum of Understanding for the formation of the ASO was officially
signed on October 18, 1999 by ARIN, RIPE NCC, APNIC, and ICANN.

The current Regional Internet Registries have taken an active role in
the discussion about the formalisation of Internet administration. The
documents and references below are intended to provide a reference to
these discussions as they apply to the formation of the ASO mentioned
in the bylaws of the "Internet Corporation
for Assigned Names and Numbers" (ICANN).
