Charging Scheme 2010 FAQs

  1. What is the main difference between the Charging Scheme 2009 and the Charging Scheme 2010?

1) What is the main difference between the Charging Scheme 2009 and the Charging Scheme 2010?
The service fee under the Charging Scheme 2010 consists of two parts:

  • A part based on Provider Aggregatable (PA) IPv4 and IPv6 allocation resources that determines your billing score
  • A part based on a fixed amount for every Provider Independent (PI) resource assignment
Independent resources charged in 2009 were based on the billing score algorithm. A certain assignment was worth a number of points and the total number of points determined the billing category. In 2010, a fixed price is charged for all independent resources.

2) What are independent resources?
Independent resources are Provider Independent (PI) IPv4 and IPv6, Internet Exchange Point (IXP), AS number and anycasting assignments. These resources have a fixed price in the Charging Scheme 2010. Provider Aggregatable (PA) allocations are not considered independent and these will be charged to conform to the billing score algorithm as in previous years.

3) Am I charged for independent resources from previous years registered under my LIR?
Yes. All independent resources registered under your LIR are taken into account.
We only charge for independent resources that were assigned to your LIR on 30 September 2009. Until 20 September 2009, you were given the option to declare via the LIR Portal which resources you held. For 2010, you are charged for those resources you use for your own infrastructure as well as for those resources assigned to your customers.

4) Will independent resources also add up to the billing score as it did in 2009?
No. The billing score is based on Provider Aggregatable (PA) IPv4 and PA IPv6 address space allocated over time.

5) Will the RIPE NCC charge the same amount for all assignments, no matter what size they are?
Yes. We charge EUR 50 for each Provider Independent (PI) IPv4 and IPv6, AS Number, Internet Exchange Point (IXP) and anycasting assignment.

6) What can I do if the End User that used the independent resources is no longer my customer?
A registered contact can send an email to hostmaster@ripe.net with the request to mark the resources as "not my end-user". If you select this option, the independent resources will be marked and excluded from your LIR's 2011 Charging Scheme.

7) I am a Direct Assignment User and I hold independent resources. What will I be charged for these resources?
Direct Assignment Users are charged the standard € 1,300 maintenance fee only.
