Inetnum Objects with no mnt-lower

Inetnum objects without mnt-lower attributes don't protect the address space below, letting others create arbitrary objects. mnt-lower attribute should be added to such objects.

Maintainers with No Passwords

Maintainers who have NONE type authentications are considered to be weak, and should be changed to MD5-PW, X.509 or PGPKEY type authentications, being PGPKEY to be preferred.
