Why has the Clearing House procedure changed?
According to the Dutch tax law, the former Clearing House procedure was invalid. We therefore had to change the procedure and have the Dutch tax authorities approve it. Although the procedure has changed, the objective of the Clearing House remains the same: 'A monetary reserve that guarantees the stability of the RIPE NCC operations'.

Why have the billing categories changed?
Since January 2004, we divided all of our members into five new billing categories. These categories better represent the different registry sizes. The age and number of allocations received by an LIR from us decides the category for each of our members.

Why are new Terms & Conditions needed?
As a result of changes in the Clearing House procedure and the Articles of Association, the Terms and Conditions were outdated. The new Terms and Conditions include many of the points from the original SSA, such as the rights and obligations of the RIPE NCC and procedures for the termination of the agreement. We took the opportunity to clean up outdated articles.

Article 5 of the Standard Terms and Conditions refers to service and sign-up fee payments. Does this fee apply to all members?
